Environmental review

The FAA Office of Commercial Space Transportation licenses commercial launch sites and generally leads environmental review under the National Environmental Policy Act. That review can take the form of an environmental assessment or a fuller environmental impact statement, and it includes public comment. Nothing has been published for Pecan Island.

Building on and around Louisiana coastal marsh normally triggers Clean Water Act Section 404 permitting through the US Army Corps of Engineers, including mitigation for any wetlands affected. New Orleans District covers this part of the coast.

Louisiana coastal use permits and water quality certification are typically handled at the state level, with parish-level input. Vermilion Parish itself has coastal zone responsibilities.

Wetlands and hydrology, migratory birds and protected species, air quality, noise and sonic booms, water and light pollution, cultural and archaeological resources, storm surge and subsidence risk, and effects on fishing, hunting, and navigation.

Southern Vermilion Parish is working coastal marsh: a major migratory bird corridor, a nursery for Gulf fisheries, and a shrinking land mass. The Rockefeller Wildlife Refuge lies along the coast to the west. These are the factors most likely to shape the review.

When a comment period opens, notices appear in the Federal Register, in Corps public notices, and usually in local media. Comments carry the most weight when they are specific and firsthand: what you observe on your land, in the water, or on the road. This site posts hearing notices to the events calendar as soon as they are published.
